The Civil Grand Jury report described Claybank as the oldest of the three county detention buildings. It also said staff were against closing Claybank because reopening a closed jail facility can be expensive. Claybank Capacity and Population

Claybank Detention Facility has two sourced capacity figures in the research. The 2022-2023 Solano County Civil Grand Jury report listed Claybank capacity at 358 beds and reported a 2022 average housed count of 97 people, or 27 percent occupied. The later BSCC rated-capacity workbook listed Claybank at 385 rated beds. The difference should be stated as a source difference, not blended into one number. The countywide Civil Grand Jury report found that Solano's overall jail average daily population declined sharply while cost per detainee rose. Claybank's lower count is part of that larger story. It does not mean the building is outside the custody system. The public roster remains the key way to confirm whether a current inmate is assigned to Claybank at a given time.

The county recommends 30 minutes. Each visit lasts 30 minutes and can be split between two visitors at the terminal. A parent or legal guardian may bring no more than two children and one infant, and children cannot be left unattended.

Visitors may bring only ID and keys. The jail does not hold property. Cell phones, electronics, cameras, and recording devices are prohibited. Visits may be terminated for refusal to search, failure to produce ID, falsified ID, rule violations, recording, photographing, sexual behavior, intoxication, or failure to control children. Remote visits are not refundable when terminated for a rule violation after the visit starts.

Claybank Mail and Money

Claybank non-legal mail must use the Pigeonly central processing address with facility code 1128. The report said Solano County's overall detention population fell while staffing and operating costs did not fall at the same rate. It also noted Rourk Vocational Training Center underuse, tied to lower population, shorter sentences, and approval challenges. Those findings are operations context, not individual custody records. Individual status still comes from the sheriff roster, facility phone line, court record, or public-records request.
