Charges After Solano County Arrest

Common warrant terms: An arrest warrant authorizes arrest, a bench warrant often follows failure to appear, and a search warrant is not a custody warrant.
Charges vs Convictions
Being arrested, booked, or charged is not the same as being convicted. Court records after a jail arrest can show an accusation before any plea, verdict, or sentence. A charge can also be dismissed or reduced. Sealed and Dismissed Records
California public access starts with the CPRA, including Government Code 7920.000, but several laws limit access to certain criminal and court information. Penal Code 851.91 provides a petition route to seal an arrest record when statutory criteria are met. State Criminal History Checks
The sheriff's Records/Warrants Bureau says criminal history checks are conducted by the California Department of Justice through Live Scan. It refers users to the California Department of Justice and says Live Scan fingerprinting can be done at the Sheriff's Office by appointment through SolanoLSAppt@SolanoCounty.gov. DOJ also lists other Live Scan locations. A statewide criminal history check is different from a Solano Superior Court case search and different from a jail booking record.
The public-access laws also have limits. Government Code 7923.610 supports release of core arrest and booking facts, while Government Code 7922.000 lets agencies withhold a record when the public interest in nondisclosure clearly outweighs disclosure.
