Justice Center Jail Overview

Justice Center Detention Facility is operated by the Solano County Sheriff-Coroner, Custody Division. The official facility page identifies it as a county detention site at 500 Union Avenue in Fairfield, near the county court and civic buildings along the Union Avenue justice corridor. The public roster uses the facility code 01-JCDF for people housed there, while a full inmate profile may spell out Justice Center Detention Facility in the location field. The facility mainly holds Solano County jail inmates such as pretrial detainees and locally sentenced adults.

The Justice Center is also the main public point of reference for many jail information questions. The Sheriff's Records/Warrants Bureau directs people to the Jail-In Custody Search for arrest information, facility location, arraignment or court date, projected release, commissary links, visit scheduling, VINE registration, and TouchPay. For live inmate information, the bureau points callers to the Solano County Jail phone line. The jail roster can be useful, but the county's own disclaimer says it is selected offender information only and may omit some people or details.

Justice Center Capacity and Population

Solano County population figures show that Justice Center Detention Facility has the largest jail capacity among the county's three adult detention buildings, but it did not have the highest occupancy percentage in the 2022 Civil Grand Jury table. The 2022-2023 Solano County Civil Grand Jury report listed Justice Center capacity at 712 beds, with an average of 185 people housed in 2022, or 25 percent occupied. A later BSCC rated-capacity workbook listed Justice Center as a Type II local adult detention facility with 689 rated beds. Use the BSCC figure for current rated-capacity wording and the Grand Jury table for the 2022 average housed count.

The Grand Jury report also said the total Solano County jail average daily population fell 39 percent over six years, from 856 in 2017/2018 to 524 in 2022/2023. Justice Center's lower 2022 occupancy should be read in that wider county context, not as a sign that the roster is optional or that custody status is fixed. Arrests, court orders, releases, transfers, and classification decisions can change a person's facility location.

Justice Center Inmate Lookup

Use the Solano County Sheriff in-custody search for a person held at Justice Center Detention Facility. The search form has one blank field and requires at least the first three letters of a first or last name unless the Search All button is used. The form allows alphabetic characters only. Results can be sorted by facility, inmate number, inmate name, date of birth, and projected release date. In the result table, Justice Center inmates appear under the 01-JCDF facility code.

1. Open the sheriff disclaimer page, agree to the notice, then go to the in-custody search form.
2. Enter at least three letters from the first or last name, or use Search All when spelling is uncertain.
3. Find the 01-JCDF result and compare name, DOB, inmate number, and projected release date.
4. Open the linked name to review booking charges, facility, court date, bail, VINE, commissary, and TouchPay links.

Do not use a name alone. The sheriff's disclaimer warns that mistaken identification can occur and that the roster may contain errors, omissions, or incomplete information. If a person has been sentenced and transferred out of county custody, the California CIRIS locator is the correct fallback, not the Solano County jail roster. Justice Center Address and Contact

The Justice Center public contact line is the facility phone, while the county directory also lists Custody Booking Information as a 24-hour contact. The Records/Warrants Bureau can help with report requests, booking summaries, and booking photos when an online profile is missing or older than the current roster. Court records, warrant status, dispositions, and case copies are handled by Solano Superior Court, not by the jail.

Justice Center Visiting Rules

Justice Center visits use Solano County's iWebVisit process. Visitors can register in the Visitation Lobby with valid government-issued picture ID, and an email address is required for remote visits. Visitors may also create an account through iWebVisit before scheduling. Check-in is required at least 15 minutes early, with 30 minutes recommended. Each visit is 30 minutes, and the county allows two visitors per terminal. Children must stay with an adult, and children under 18 need a parent, legal guardian, or qualifying court emancipation status.

Visitors may bring only identification and keys. Staff will not hold property, and phones, electronics, cameras, and recording devices are prohibited. Clothing rules bar swimwear, clothing that exposes too much skin, gang clothing, and clothing showing nudity, drugs, violence, or illegal activity. Non-professional remote visits may be monitored and recorded, and visits can end for rule violations, intoxication, refusal to search, recording, photographing, disrobing, or failure to control children.

Justice Center Mail and Money

Solano County uses Pigeonly central processing for non-legal postal mail. The Justice Center Pigeonly code is 1127. Mail sent through the Pigeonly address is opened, screened, scanned in color, shared through a secure dashboard, printed, and shipped to the facility. Pigeonly support hours are listed as 7 a.m. to 4 p.m. Pacific time, Monday through Friday, except major holidays. The county says original mail is held for 45 days and then destroyed.

Mail must include the sender's return address on the outside of the envelope, and address stickers are not allowed. Packages are barred except legal materials, textbooks, periodicals, magazines, and approved mail sent directly from a publisher or vendor. Photos are limited to 15 total no larger than 4 by 6 inches at any given time. Cash and personal checks are not accepted by mail. Money orders must be legible, complete, include the inmate name, and be mailed directly to the facility.

Justice Center Booking Intake

A Solano County arrest can lead to transport to Justice Center Detention Facility when the person is booked into county custody. The public profile can show the arresting agency, arrest location, arrest date and time, booking date and time, booking number, case number, bail, next court date, and court location. Sample roster data showed booking type entries such as on-view arrest and probation violation, as well as sentence code values such as unsentenced. The profile also lists physical description fields such as DOB, height, weight, eyes, hair, and sex.

The official roster does not publish a precise booking-processing time. Solano County's jail booking logs page says booking data is compiled in 24-hour periods and refreshed at midnight, so a new arrest should not be expected to appear instantly. Medical and mental-health intake details are not published as a full checklist, but the county directory lists Custody Medical, and county program sources list services such as Healthright 360, Mentally Ill Offender Crime Reduction programs, and in-custody case management.

Justice Center Jail Programs

Justice Center inmates are part of the broader Solano County Custody Division program system. County sources list Healthright 360 substance-abuse treatment, chaplain services, Five Keys Charter School, inmate library service, PEAK Parenting Program, employment readiness and job placement, in-custody case management, the Women's Re-Entry Achievement Program, and Veterans Justice Outreach collaboration. Alternative to Custody options, when a person qualifies, can include GPS, work release, work furlough, electronic monitoring, and alcohol monitoring.

Rourk Vocational Training Center is a separate Solano County training program connected to custody operations. It opened in 2019 and has offered hands-on training in tire servicing, heavy equipment operation, construction, and welding, with union partnerships noted in county material. The Civil Grand Jury described Rourk as underused because of a smaller jail population, shorter sentences, and difficulty getting approved participants into training.
