The local instructions tell users to choose California, then CA_MULTICO, select County as the facility, choose Solano County, and search by last name with optional first name, date of birth, or age range. VINE is free and anonymous, and its phone line is 1-877-331-8463. No official Solano County Sheriff mobile app was found in the official research, so the site and VINE channels are the documented public tools.
